Three tests, all required: a deep and consistent review record; a schedule that genuinely fits a port day under our 60-minute rule; and something a booking actually solves — language, logistics or access — that our free plans cannot. We have not taken every tour on this list and do not pretend otherwise; the case for each is argued from the review record and the port arithmetic, in writing, on its page.
