Toba is a bay town on the Ise-Shima coast where Kokichi Mikimoto produced the first cultured pearl, and ships anchor among the pearl rafts and tender you ashore. It is known for the pearl island's ama, women free-divers who demonstrate in the sea, and as the gateway to Ise Jingu, Japan's most important Shinto shrine. The tender lands at Sadahama, a flat walk from the pearl island and the aquarium, home to the only dugong kept in Japan.

Yes — there is no cruise pier. Ships anchor off Toba Marine Terminal and tender passengers ashore. The official call list lands almost every ship at Sadahama, the Marine Terminal pier; Mitsui Ocean Sakura uses the Mikimoto Pearl Island pier. Allow extra time for the tender queue, and know that wind is a real risk: at least 6 of the 23 calls scheduled January–September 2026 were cancelled (five for strong wind, one for a typhoon).
Yes, if you have roughly five hours ashore and respect the clock. The honest arithmetic: 5–10 minutes’ walk to Toba Station, Kintetsu local to Isuzugawa (11 minutes, ¥360, twice an hour), then a bus to Naiku-mae (about 9 minutes, ¥300, 4–5 an hour) — about 40–50 minutes each way with waits. Or the direct CAN bus from Toba Bus Center, 41 minutes, ¥1,050, hourly. IC cards work on Kintetsu and the buses. Give the shrine and Okage Yokocho two hours and you are at about 3½–4 hours door to door. On a shorter call, Mikimoto Pearl Island is the better day.
