Technically yes; honestly, barely. The JR limited express takes about 1.5 hours to Kyoto Station, costs ¥3,420 one-way, runs roughly every two hours, and is all reserved seating — on a typical 8–10-hour call the round trip leaves you about three hours in the city with zero margin for a missed train. Take the ship’s Kyoto excursion (a coach with a guaranteed return) or spend the day better closer in.
It is the best independent move this port has. The Kyoto Tango Railway runs direct from Nishi-Maizuru to Amanohashidate in about 40 minutes for ¥650, roughly hourly. At the sandbar: the lift or cable to the viewpoint (a few hundred yen each way), rental bikes across the pine spit, and the famous “bridge to heaven” view.
