A working Sea of Japan port with a story no other Japanese harbor has: this is where Polish orphans and Sugihara-visa refugees stepped ashore. The museums that tell it sit in one walkable cluster — a free shuttle loop does the rest.

Why is Tsuruga called the Port of Humanity?

Because twice in twenty years this small harbor was the door to safety: 763 Polish orphans rescued from Siberia landed here in 1920–22, and in 1940–41 Jewish refugees carrying transit visas written by diplomat Chiune Sugihara stepped ashore here — the only Japanese port that received them. The Port of Humanity Tsuruga Museum (¥500, closed Wednesdays) tells both stories a few minutes’ walk from the small-ship berth.
