From Shin-Chuo Pier, yes — the Nebuta museum and A-Factory are 5–10 flat minutes on foot. If your ship is assigned Okidate Wharf (about 3km west), use the shuttle and treat its last departure as your real deadline.

It is one of the best walking ports on the loop: museum, market and cider works sit within ten minutes of the pier. Full days add Hirosaki’s castle town by JR — but only with 8h+ ashore; the math does not work on 6.

Yes — and unusually, the best of it is near the pier. The Nebuta museum and A-Factory sit on the waterfront, the nokke-don market is a short hop, and none of it needs a tour. Save tour money for Hirosaki or Oirase if your call is long.
