No — the 2020-built terminal sits in the port district, about 20–30 minutes from the sights by shuttle or bus. Once downtown, the garden-castle-market triangle connects easily by loop bus. Budget the transfer time into your all-aboard math.
Choose the garden. Kenroku-en is one of Japan’s three great gardens and holds its rank in any season; Higashi Chaya is lovely but similar quarters exist elsewhere in Japan. With 5–6 hours you can honestly do both plus an Omicho lunch.
