Tsuruga Cruise Port: The Complete Guide for 2026–27

Tsuruga is a small Sea of Japan port with a story no other Japanese harbour can tell: Polish orphans in the 1920s and Jewish refugees carrying Chiune Sugihara's "visas for life" in 1940–41 came ashore here. Add a 10.9-metre vermilion torii from 1645 and the town's sauce katsudon, and you have a full, unhurried day that fits easily into a 9- or 10-hour call. Both remaining 2026 calls tie up at Mariyama North, a cargo quay with no terminal building about 3 km by road from the museum, so the city's free shuttle loop (or a taxi of about ¥1,450) is how the day starts. The decision that matters is your date: on Monday 5 October Europe-ken, the sauce-katsudon house, is closed; on Wednesday 14 October the museum opens specially but the Railway Museum does not.

The Port of Humanity Tsuruga Museum

In the museum's own words, Tsuruga was the only port in Japan where Polish orphans in the 1920s and Jewish refugees carrying Sugihara's "visas for life" in the 1940s disembarked. The museum stands on the Kanegasaki waterfront where they landed, and it is the reason this port is worth a day.

A 10.9-metre vermilion gate raised in 1645 from Sado timber, counted with Kasuga Taisha's and Itsukushima's among Japan's three great wooden torii. It was the only structure at the shrine to survive the 1945 air raid. Free, and open from 6:00.

Why Tsuruga is worth getting off the ship for

Tsuruga is a working harbour town of the Sea of Japan coast, and on most days nothing about it announces itself. Its claim is historical. In the museum's own words, it was the only port in Japan where Polish orphans in the 1920s, and Jewish refugees carrying "visas for life" in the 1940s, disembarked. The refugees of 1940–41 held transit visas written by the diplomat Chiune Sugihara in Kaunas and reached Tsuruga by sea from Vladivostok. The Port of Humanity Tsuruga Museum tells both stories on the Kanegasaki waterfront where they came ashore, and it is the reason to give this port your full attention.

The rest of the day is short distances and good texture. The museum quarter holds the Red Brick Warehouse and a replica of the old Tsuruga Port Station, the terminus of the boat trains that once connected with ships for Vladivostok. A few minutes inland stands the great torii of Kehi Jingu, 10.9 metres of vermilion lacquer raised in 1645, and a short walk beyond it Europe-ken serves the sauce katsudon that Fukui claims as its own. An arcade of bronze manga statues leads on to the station.

What Tsuruga is not: a port where you step off into town, or a base for Kyoto. The big-ship quays are in the cargo port, the shuttle sets the rhythm of the day, and several sights share the same closing day. This guide is built from the city's call list and shuttle notices, the national facility sheet, the bus timetables and the sights' own hours, checked on 30 September 2026. Nobody from this site has walked it; where a figure is our estimate, it says so.

First: which berth are you at?

Tsuruga has three quays that take cruise ships, and in practice the big ships use two of them — which is not how most descriptions put it. "Mariyama Wharf" is two separate quays, and neither has a building.

The Tsuruga Port Promotion Association's list shows the pattern. In 2025, six of nine calls used Mariyama South, two used Mariyama North and one — Seabourn Quest, 32,477 tonnes, on 18 October 2025 — used Kanegasaki. In 2026, Westerdam, Hanseatic Inspiration and Diamond Princess used Mariyama South in April, June and July, and both autumn calls are listed at Mariyama North: Westerdam (about 1,960 passengers) on Monday 5 October, 08:00–17:00, and Diamond Princess (about 2,700) on Wednesday 14 October, 08:00–18:00. Both are marked provisional. No published rule explains which quay a ship gets, so check the ship's daily programme the night before.

The official figure for either Mariyama quay is "4 km, 5 minutes by car" to downtown and 10 minutes to JR Tsuruga Station. Private cars cannot drive onto Mariyama North; residents who come to see the ship park at Kirameki Minato Hall and ride the shuttle, which tells you where the shuttle goes.

Getting from Mariyama North into Tsuruga

The city side runs a free shuttle for each call and posts the plan on the Port Promotion Association's site a few weeks ahead. For Westerdam on 5 October 2026 it runs every 30 minutes from 08:00 to 15:30, on a loop: Mariyama North → Kirameki Minato Hall → Aioi-cho-dori → Tsuruga Station-mae-dori → Aioi-cho-dori → Kirameki Minato Hall → Mariyama North. Kirameki Minato Hall is the museum-quarter stop, about 9 minutes' walk from the museum; Aioi-cho-dori is the street just west of Kehi Jingu; the station stop is in front of otta and the tourist information centre. Before and after those hours a residents' shuttle runs every 10–15 minutes between the quay and Kirameki Minato Hall only. The Diamond Princess plan for 14 October said only "will be posted once decided" on 30 September.

The taxi fares are our estimates from the Fukui-area tariff — ¥650 for the first 1.06 km, then ¥100 per 233 m — and routing without traffic, so treat them as a floor. The facility sheet provides a temporary taxi pool on the apron; how many cars wait there depends on the day.

From Mariyama South, and on shorter calls

From Mariyama South everything is closer: by our estimates about ¥950 by taxi to the museum quarter, ¥1,250 to Kehi Jingu and ¥1,750 to the station. The July 2026 Diamond Princess call at Mariyama South had the fullest plan so far — a six-stop loop from 08:00 to 15:30 via the museum, Kehi Jingu and the station, with the last departures at 15:00 from the station and 15:15 from Kehi — plus a free bus to the Rela Port hot-spring complex. The June 2026 Hanseatic Inspiration afternoon call had a simpler shuttle from Mariyama South to the station's west plaza every 30 minutes. The route changes from call to call.

Getting around town

Once you are in the centre, the Gurutto Tsuruga loop bus joins everything up. It costs ¥200 flat, paid as you board — the only city bus where you pay first — or ¥500 for a day pass sold on the bus and at Orupark. Coins and ¥1,000 notes can be changed on board, and the city says transit IC cards (Suica, ICOCA, PASMO and the other national cards) work on every route; credit cards are not mentioned, so carry coins as a back-up. The sightseeing route runs Tsuruga Station → Kehi Jingu (+3 min) → Hakubutsukan-dori (+5) → Kanegasaki-gu (+8) → Kanegasaki Green Park, for the museum (+10) → Red Brick Warehouse (+11) → Otorii, the great torii (+14) → Station (+18).

On foot, the distances are short: museum to Red Brick Warehouse 5 minutes, Red Brick to the Railway Museum 4 minutes, Red Brick to Kehi Jingu about 16 minutes, and Kehi Jingu to the station along Symbol Road about 17 minutes (all our estimates).

Beyond the centre: what is actually possible

Four things tempt people further than the town centre. Here is what each costs in time.

  • Kehi no Matsubara. The pine grove along the beach west of the port is about 1 km long and covers about 34 hectares, and it is counted among Japan's three great pine groves. It is free and always open. The loop bus normally stops there, but from 7 September to about the end of December 2026 it skips the Matsubara Kaigan stop because of bridge works. Take a taxi: about 10 minutes and about ¥1,350 from Kehi Jingu by our estimate, or about ¥2,450 straight from Mariyama North. Allow 45–60 minutes there.
  • Nihonkai Sakana Machi. A seafood market hall about 4 km south-west of the station. The loop bus's shopping route leaves the station at 9:50, 10:25, 11:25, 12:00, 13:25, 14:00, 15:40, 16:00 and 17:10 and takes 14 minutes, but the gaps are long and the stop moved on 11 August 2026; a taxi from the station costs about ¥1,950. Each shop keeps its own hours and closing days. In October it is dried fish, grilled snacks and souvenirs, not crab: the season opens on 6 November.
  • Kyoto. The port's own page gives about 51 minutes from JR Tsuruga to Kyoto by limited express. With the shuttle to the station and an hour's margin, a 9-hour call leaves about four hours in Kyoto and no room for a delayed train. It is possible on the 10-hour call, and we do not recommend it: Tsuruga fills the day on its own terms, and if Kyoto is the point, the ship's excursion is the one that waits for you.
  • Osaka and the Dinosaur Museum. The same port page gives about 1 hour 19 minutes to Osaka by limited express, which leaves even less time ashore than Kyoto. The Fukui Prefectural Dinosaur Museum is in Katsuyama: a train to Fukui, then, by the museum's own figure, about an hour on the Echizen Railway to Katsuyama and a bus or taxi from there, each way. Neither is a realistic independent plan on a one-day call.

The Port of Humanity Museum and the harbour quarter

The Port of Humanity Tsuruga Museum is open 9:00–17:00, last entry 16:30, and normally closes on Wednesdays (the next day when Wednesday is a holiday) and over the New Year. Admission is ¥500; show a stub from the Red Brick Warehouse or the Municipal Museum and you pay the group rate of ¥400. It accepts cashless payment (it does not say which cards), has a lift, two wheelchairs, an accessible toilet and coin lockers, and bans photography in most areas and food throughout. There is no published senior discount.

Two dates matter in October 2026. The museum has posted a notice that it expects crowding on 5 October, Westerdam's day, and asks visitors to allow extra time — the answer is to be at the door at 9:00, before the shuttle loads arrive. And its annual calendar makes Wednesday 14 October a special opening day, with the museum closed on Thursday 15 October instead, so Diamond Princess passengers get it after all.

Give the museum an hour. Then walk the few minutes to the Red Brick Warehouse, a pair of brick warehouses by the old port: the north building holds a large railway diorama (9:30–17:30, last entry 17:00, ¥400), the other building restaurants that open from 9:30 with each shop keeping its own hours. Four minutes on is the free Tsuruga Railway Museum (9:00–17:00), a replica of the old Tsuruga Port Station, the terminus of the boat trains that met the ships to Vladivostok. Both normally close on Wednesdays. For 14 October, the Railway Museum follows its normal rule and is closed; the Red Brick Warehouse opened on the holiday Wednesday of 23 September and closed the day after, but had posted nothing about 14 October by 30 September.

Above the quarter, Kanegasaki-gu sits on the hill, about 11 minutes by path from the museum and up a flight of steps; its roughly 400 cherry trees make it the town's blossom spot, with a flower-exchange festival on 1–15 April. Out of blossom season it is worth the climb for the view over the harbour. Kanegasaki Green Park runs along the water below with a free boardwalk.

Kehi Jingu, sauce katsudon and the walk to the station

Kehi Jingu's great torii stands on the street a 16-minute walk from the Red Brick Warehouse, or 4 minutes on the loop bus. At 10.9 metres (36 shaku), lacquered vermilion and built in 1645 of timber from Sado Island, it is an Important Cultural Property and one of Japan's three great wooden torii, with those of Kasuga Taisha in Nara and Itsukushima on Miyajima. It was the only structure in the precinct to survive the 1945 air raid. The grounds are free and open 6:00–17:00 from October to March; the amulet desk opens 8:45–16:45. Thirty to forty minutes is enough, including the main shrine. The shrine's great festival is in early September, outside the cruise calendar.

Europe-ken's Tsuruga main shop is in Aioi-cho, about 9 minutes' walk from the shrine and near the shuttle's Aioi-cho-dori stop. Its sauce katsudon — thin cutlets dipped in a dark sauce, laid over rice — descends from a recipe the shop has served since 1939. Lunch is 11:00–13:00 and dinner 16:30–19:00; it is closed on Mondays and Tuesdays and takes cash only. Expect to spend ¥1,000–2,000. A station-front branch, about 5 minutes from the station, keeps the same lunch hours and the same closing days. These details come from a restaurant review site, not from the shop, so be flexible: arrive before 12:30, and have otta by the station as the fallback. For something to take home, the Minato Tsuruga Tourism Association says Tsuruga makes about 85% of Japan's hand-shaved oboro kombu, the town's classic souvenir.

Also in Aioi-cho, the Tsuruga Municipal Museum occupies the 1927 head office of the former Owada Bank, an Important Cultural Property (9:00–17:00, ¥300). It closes on Mondays and on the day after a public holiday, so it is shut for Westerdam on 5 October and open for Diamond Princess on 14 October.

From the shrine, Symbol Road leads to the station in about 17 minutes, lined with bronze statues from the manga Galaxy Express 999 and Space Battleship Yamato. At the station, otta is the square of shops and cafés, and Chienamiki is a floor-to-ceiling book hall open 10:00–20:00, with a tea café inside; it closes on 21 October in 2026, which affects neither call. The Tsuruga Tourist Information Centre in Orupark is open 8:00–19:00 (0770-21-8686).

The best things to do in Tsuruga on a port day

One day in Tsuruga: model days

The whole town on a Monday: Westerdam, 5 October

Fits Westerdam on Monday 5 October 2026, 08:00–17:00 at Mariyama North, and any 8–9-hour call with the city's shuttle loop running. Shift every time by your arrival.

The museum quarter in the morning, the great torii before lunch, the arcade to the station and the shuttle home. All-aboard is probably 16:30, so our target back at the gangway is 15:30. Monday closes Europe-ken and the Municipal Museum, so lunch is by the station. The museum itself has warned that it expects a crowd on this day: be at the door when it opens.

  1. 08:30Off the ship and onto the free shuttle (every 30 minutes from 08:00; the exact departure minutes were not published). Get off at the first stop, Kirameki Minato Hall.

Museum, shrine, katsudon and the pines: Diamond Princess, 14 October

Fits Diamond Princess on Wednesday 14 October 2026, 08:00–18:00 at Mariyama North, and any weekday call of 10 hours or more that does not fall on a Monday or Tuesday.

The longer call, on a day when the museum opens specially and Europe-ken is open, lets you add the hillside shrine, a proper katsudon lunch and the pine beach. All-aboard is probably 17:30, so our target is 16:30. The shuttle plan for this call was not yet published, so this day uses taxis after lunch; every taxi fare is our estimate from the Fukui tariff, a floor rather than a quote.

The museum quarter and the torii: a short call

Fits a 6–7-hour weekday call at either Mariyama quay when the city runs its museum-quarter shuttle loop. Times assume 08:00–14:00; shift them by your arrival.

The two things Tsuruga is known for, and nothing else. All-aboard 13:30, so our target is 12:30. Check the shuttle notice for your call first: in June 2026 a Sunday afternoon call got a shuttle to the station only, in which case do this day in reverse from the station.

How to think about your hours

Work backwards from the ship. All-aboard is usually 30 minutes before departure (check the daily programme), you want to be back at the gangway an hour before that, and the first half hour goes on getting off. So the time you can actually use is the call length minus about two hours — and at Mariyama North, with a shuttle every 30 minutes, allow up to an hour of that for waiting and riding.

Only two calls remain on the 2026–27 list, both in October and both at Mariyama North: Westerdam on Monday 5 October, 08:00–17:00 (9 hours) and Diamond Princess on Wednesday 14 October, 08:00–18:00 (10 hours). Tours, guides and taxis

There is no Tsuruga tour in our catalogue, and we will not fill this page with weak ones. You do not need one. The sights sit in two clusters a 16-minute walk apart, the city's free shuttle links both to the quay, and the model days above are designed to be done on your own. The realistic options:

  • Do it yourself with the shuttle, the ¥200 loop bus and one or two taxis.
  • Your ship's excursion. Princess and Holland America's Tsuruga programmes were not available to us; check the shore-excursion list on board, and use one for Kyoto if you go.
  • The city's own welcome. For the 7 November 2025 Diamond Princess call the city ran a free, pre-booked 20-seat history and culture tour — Kehi Jingu, a kombu workshop and lunch, about 10:00–14:00 — and it sold out. Nothing similar was announced for October 2026 by 30 September. On the July 2026 call, the city laid on calligraphy, origami, gagaku court music at the shrine and a community market; watch the Port Promotion Association's notice for your date.
  • Volunteer guides. The Minato Tsuruga Tourism Association lists volunteer guides on its site; ask about terms and languages in advance.

Who should do what: a couple on the 9-hour Monday call, the first model day; on the 10-hour Wednesday call, the second. A group of six can share two taxis for the Matsubara and market leg. For limited mobility, the museum, the Red Brick Warehouse and the Railway Museum are flat and a few minutes' walk apart, and the torii stands at street level; skip the steps up to Kanegasaki-gu.

About the return to the ship. Without a tour, the return is in your hands, and the risk is the shuttle rather than distance. The loop runs every 30 minutes and ends at 15:30 on the 5 October plan; take a bus about an hour before the last one, so a full or missed bus still leaves you a margin. If you are running late, a taxi from the station to the quay takes about 10 minutes. And aim to be back at the gangway an hour before all-aboard: the ship does not wait for independent travellers.

There is no cash machine within 800 m of Mariyama North, and the quay's temporary exchange desk has its currencies and hours arranged call by call. In town, the nearest machines are a 7-Eleven about 65 m from Tsuruga Station and a FamilyMart about 90 m from it; Tsuruga Post Office, about 140 m from Kehi Jingu; and Tsuruga Aioi Post Office, about 430 m from Kirameki Minato Hall. 7-Eleven and Japan Post machines generally accept foreign cards. Take about ¥5,000 in notes and coins ashore for the buses, lunch and a taxi.

When to go: seasons and crowds

  • October is when the remaining 2026 ships come, and it is mild: an average high of 22.2 °C, low of 14.4 °C, 152.6 mm of rain and about 145 hours of sun. There is no shelter at the quay, so carry an umbrella anyway.
  • Typhoons approach the Hokuriku region about 2.8 times a year — 1.0 in an average September, 0.4 in October.
  • November and December turn cold and wet: December is the wettest month, with 316.7 mm. They are also crab season, from 6 November, when Nihonkai Sakana Machi earns the trip.
  • Spring. Kanegasaki-gu's 400-odd cherry trees and its flower-exchange festival (1–15 April) make early April the prettiest time; recent spring calls have come in April.
  • Summer. July averages 30.0 °C with 204 mm of rain. Kehi Jingu's long festival runs on 2–15 September.
  • Crowds come with the ship: the museum warned of crowding on the 5 October call, which is why the model days put you at its door at 9:00.
  • Rain plan: the museum, the Red Brick diorama, the Railway Museum (not Wednesdays), the Municipal Museum (not Mondays) and Chienamiki are all indoors.

Mistakes we see passengers make

  1. Forgetting which day of the week it is. Wednesday is the museum quarter's normal closing day: the museum, the Red Brick Warehouse, the Railway Museum and the Lamp Hut. On Wednesday 14 October 2026 the museum opens specially; the Railway Museum stays closed, and the Red Brick Warehouse had not announced anything by 30 September. On Monday 5 October the museum quarter is open but Europe-ken and the Municipal Museum are not.
  2. Planning a sauce katsudon lunch on a Monday or Tuesday. Both Europe-ken shops in Tsuruga close on Mondays and Tuesdays, and lunch service ends at 13:00 on the other days. On Westerdam's Monday call, eat at otta by the station instead.
  3. Assuming you can walk from the ship. Mariyama North is about 3 km by a cargo-port road from the museum, around 40 minutes on foot, and whether passengers may walk out of the port gate at all is not stated anywhere. There is no terminal, no shelter and no cash machine at the quay. Ride the shuttle.
  4. Waiting for the last shuttle. On 5 October the passenger loop ends at 15:30. On the July 2026 pattern the last bus left the station at 15:00 and the Kehi stop at 15:15. Aim for a loop about an hour earlier than the last one, so a missed bus still leaves you a margin.
  5. Counting on the loop bus to reach the pine beach. Because of bridge works, the Gurutto bus skips the Matsubara Kaigan stop from 7 September to about the end of December 2026. A taxi from Kehi Jingu takes about 10 minutes and costs about ¥1,350 by our estimate.
  6. Coming ashore without yen. Europe-ken is cash only, the city buses take cash or a transit IC card such as Suica or ICOCA (not credit cards), and there is nothing within 800 m of Mariyama North. Change money on the ship or at the quay's temporary exchange desk, or use the 7-Eleven by the station.
  7. Trying to fit Kyoto in. Kyoto is about 51 minutes from Tsuruga by limited express, but with the shuttle to the station and a safe margin a 9-hour call leaves only about four hours there, with no room for a late train. Book the ship's excursion if you must go.
  8. Expecting Echizen crab in October. The male crab season runs from 6 November to 20 March and the female seiko crab from 6 November to 31 December. Neither October call is in season.

Is Tsuruga worth getting off the ship for, and what can I do in a day?

Yes, for a reason no other Japanese port shares: the Port of Humanity Tsuruga Museum (¥500, about an hour) tells how Polish orphans in the 1920s and Jewish refugees with Chiune Sugihara's visas in 1940–41 came ashore here. Add Kehi Jingu's 10.9-metre torii of 1645 (free, 30–40 minutes), the Red Brick Warehouse diorama, the free Railway Museum and a sauce katsudon lunch. On a 9- or 10-hour call that is a full, unhurried day, all linked by the free shuttle.

Is there a shuttle bus from the Tsuruga cruise port?

Yes, a free one run by the city side and published for each call. For Westerdam on 5 October 2026 it loops every 30 minutes from 08:00 to 15:30: Mariyama North → Kirameki Minato Hall (museum quarter) → Aioi-cho-dori (Kehi Jingu) → Tsuruga Station and back. Can I walk from the Tsuruga cruise port into town?

Not from the big-ship quays. Why is Tsuruga called the Port of Humanity?

Because, in the Port of Humanity Tsuruga Museum's own words, it was the only port in Japan where Polish orphans in the 1920s and Jewish refugees carrying "visas for life" in the 1940s disembarked. The refugees of 1940–41 held transit visas written by the diplomat Chiune Sugihara in Kaunas and crossed by sea from Vladivostok. Can I visit Kyoto, Osaka or the Dinosaur Museum from Tsuruga on a cruise stop?

Kyoto is about 51 minutes by limited express and Osaka about 1 hour 19 minutes, by the port's own figures. Add the shuttle to Tsuruga Station and an hour's margin, and a 9-hour call leaves about four hours in Kyoto, with one delayed train enough to put you at risk; Osaka leaves less. The Fukui Prefectural Dinosaur Museum in Katsuyama needs a train to Fukui first, then, by the museum's own figure, about an hour on the Echizen Railway plus a bus or taxi, each way. Tsuruga fills the day; for anything further, book the ship's excursion.
