Depachika are department-store food basements, and they are the most concentrated food retail in Japan: counters of prepared dishes, pastry, pickles and bento, staffed by people who will explain what everything is. Osaka Station has several stacked within a few minutes' walk, and they are underground, so weather is irrelevant.
